This is a process, which is very similar to waxing. The essential differences are that with sugaring instead of wax, a sticky paste is used. Before application, the skin is usually dusted with some sort of powder. This prevents the sticky paste from sticking to the skin, and so it is not as painful as the waxing process. Sugaring can be a messy process, but as the paste is water-soluble. It is fairly easy to clean up using just warm water.
